Yes, there is a fellow that advertises his tractors here and on E-bay (he generally has the phrase "Iowa city area" used as a location. He uaually states that the bidding is at such and such in his YT adds. I have dealt with him and have had no issues. I have not noticed shill bidders on his auctions.
