If the charging system is suffering a melt down from a totally burnt regulator (inside the alternator) or outside if generator, the voltage can go to 20 or more volts. If this is the case the remainder of the electrical system is subject to meltdown, bulbs and all. Pull the Bat terminal (big one) off the alternator and try it that way, if coil tests good, and wiring is as in my post above.
