First off, you're either on some pretty steep inclines or talking to someone who doesn't know tractors. Is all farm land perfectly level? Get rid of the pump, you don't need it. There's a problem with your carb still. Just because you rebuilt it doesn't mean it's fixed, we've all been there before. Is there any possibilty that some sort of restriction is floating around in your tank? Park it on an incline that makes it stutter and shut it off. Let it cool down and place a container under the carb. Remove the plug from the bottom of the carb bowl and see how much fuel drains in 10 seconds. Measure that amount and punch some numbers, should be flowing 6 gal/hour. Do that same check at the line into the carb, and keep working your way back to the tank until you find the restriction.
