Farmall H not running quite right

I don't think my Farmall H is running quite right. It seems every once in a while to slightly miss or hesitate for maybe a split second while running at a set speed. Also, when I lower the throttle setting from high, it sometimes pops a little (pop or pop pop). I just rebuilt the carb. I have maybe 5 hours on the plugs,wires,points valve adjustment, roter, governor rebuild (Mine has the rocket governor) etc. I was thinking maybe the rocket governor maybe corrects it a little too fast. Thanks!!
