15.5X38's were a new size created by the Tire & Rim Manufacturer's Association in 1954. There is no "Equivalent Size" in the old size ratings. 450 was the first tractor to commonly use the size. And most 560's had them as well. Lot of Super M-TA's & 400's had 13X38's which became 14.9X38's, but 12X38's, now called 13.6's were more common. Seems to be common to put 2-3 sizes larger tires on tractors now.
