B governor repair

Getting most of the issues resolved on my B where she now has some power and response is much better. I still have some flutter in the governer even after adjusting the surge adj screw. The screw is turned in so far that it is now up past the lock nut with no change. looking at the cutaway Im thinking the surge spring may be missing on top of the screw. My question is Can the the adjusting screw be turned all the way out and will the spring on top , if there is one, come out with it? Or do I have to take the governor off and apart to determine whats up. The gov response is getting better but its probably due to running the tractor hard with the mower and getting good hot oil thru the system. I dont have a problem taking the gov off but curious if its possible to make this check.
