You're never gonna make it in this hobby calling things "thingy..." :) Why are you rubbing on it getting on and off? The belt pulley drive is in front, under the gas tank. Are you climbing on from the front??? Doesn't it seem a little bit difficult to get on and off that way? You're supposed to climb on from the rear... The "thingy" that the belt goes around is the belt pulley itself. The "thingy" that the belt pulley bolts to is called a flange, or more correctly, the belt pulley flange. The "thingy" that is leaking oil is the belt pulley drive, or belt pulley gearbox. There should be a lever on top of the belt pulley drive that rotates back and forth to put it in gear, and take it out of gear. It's a piece of flat steel, and could be broken off.
