Farmall H carb idle stop screw and idle adjustment

I am rebuilding a carb for my H (see previous post) and at the same time I have one on my H. I am having trouble adjusting the low idle stop screw and low idle adjusting screw. I try to get it to idle to 450 rpm and only can get it to about 700 rpm. I have the idle adjusting screw about 1 turn out. I find that as I back the idle stop screw out to turn the rpms down, I have to turn (richen) the idle adjusting screw in. I am afraid that to get it to idle near 450 I will have to have the idle adjusting screw all of the way in. It has a high speed idle of 1840-1850 rpms. Also, I rebuilt the carb with everything except a new throttle shaft bushing. I can shake the shaft very little but I am sure it has more than the .001" play but it isn't real sloppy. I will rebush it along with my other carb. Thanks!!
