I don't blame the previous owner. That screw is less likely to come out. We put a brass screen above the carb to keep the loose screwws from going into the cyclinders. Twice, once with a picker on, we had to pull the head to remove a carb screw that had make its way into the cyclinder and became inbeded in the top of the piston.
