You might be expecting a little too much of your old H's carb. I think the problems come from too much air leaking in between the shaft and the bushing. It is essentialy unmetered air, i.e. it is not picking up any gas. The throttle valve is too simple to shut the air off entirely. In any case, the idle mixture screw should take care of any small air leaks that you might have. The bushing should not intrude into the throttle bore. If the new bushing is too deep, can you pull it back out a little and make it work ? Try installing the throttle plate and just loosely installing the screws. Close the throttle shaft firmly and give the throttle plate a little tap to seat it. Carefully fully tighten the screws. If the plate has a bevel, make sure that it is right way around.
