The brakes should work with the engine off??? None, and I mean NONE, of the '06, '56, '66 or '86 tractors I've ever driven had brakes that did anything with the engine off. I've driven at least a dozen different tractors over the years, so odds are I would've found at least one that worked properly. Oh, and dropping the park LOCK (it's not a brake!!!) while the tractor is moving == BAD IDEA. Oh, and if you're running out of power going up a hill, and the TA is back... PUSH THE CLUTCH FOR GOD'S SAKE! Even if you have to crawl up the hill in 1st low, or back down, it's a whole heck of a lot better than a wild ride backwards down the hill with no brakes and no steering!
