Fuel caps are vented and let air with it's water
vapor come and go and it's always in the tank
ready to condense when conditions are right.
The sealed membrane sounds like a pretty
good idea if some sort of material can be
found that holds up. Maybe plain old Saran
wrap is worth a try, I dunno!
