No, of course not. If you had power at both sides, the starter motor would be turning the engine over. The battery is directly connected to the solenoid through the heavy cable, so confirming that there's power there really proves nothing, except that the battery cable isn't totally broken. Do you have power to anything else on the tractor yet? There should be a smaller feeder wire that either comes off the + terminal on the battery, or off the starter, and runs up to the key switch and light switch. This powers everything else on the tractor. That wire is where you need to start looking for problems.
