Jeff: Back in the early 1950's we had a 1945 H that seemed to be gutless even tho everything seemed OK. It just didn't have the lugging power under load..finally determined that the governor wasn't right.. Another thing you might look for is someplace that has a "Dino" to check power output under load. Our IH place had a PTO one and anyone was welcome to check their tractor out because it often resulted in more tune up business.. hr
