Starter goes click, not turning motor ???

I have I-544. When I engage the starter, the solenoid pull in, but the starter does not turn (both with the engine cold and hot). I have to engage the solenoid numberus time to get the starter to spin (start engine). I have replaced the entire starter and solenoid and it still acts the same. The solenoid engages every time. Anyone run into this problem and how did they fix it? I am thinking about replacing my cables from the battery to the starter to see if this helps. It is just really a pain the the butt engaging the solenoid 30 plus time to get the motor to turn. Any insite would be greatly apprechated. Thank you.
