Sounds to me like either the clutch is slipping due to improper adjustment or oil on the facings, or because the TA is dead or out of adjustment. If the clutch was rusted tight,and the tractor was started in gear, the tractor would move, but wouldn't stop when the clutch was depressed. If the brakes were locked, and you let out the clutch, they would kill the engine (assuming they work properly). So, it sounds like a Torque Amplifier problem. I would either get a manual, and adjust the TA and engine clutch properly (they both need to be adjusted at the same time, and getting them adjusted close to spec is NOT good enough, the measurements need to be exact) or take it to a dealer and have them diagnose/fix/adjust the TA.
