I vouch for the slop thing. I just fixed my brother's Cub. Pulled the rock shaft out, loaded the end with JB Weld, put it back in, then put JB Weld around the outside where the shaft was inserted into the governor. 24 hours later I fired her up and no more problems. Of course, make sure you adjust the governor linkage on the carburator end after doing this because someone has most likely messed that up before you when they tried to account for the governor slop.
