I'll 'third' the motion, on the slop. I opted to get bushings put in to cure the freeplay on the rockshaft. Couple more bucks than using JB Weld. But when you say this:... "But when it is running the govenor arm moves but the arm that is suppose to move after that does not",... it puts me to mind of what else I found on mine- the internal spring-arm has a hole for one end of the main governor spring. Mine had worn to a quarter-inch SLOT, so I was pushing the throttle almost a half before anything moved, before the mechanism showed any response at the rockshaft. And yes, after the repairs, I had to adjust the yoke on the arm that goes to the carb throttle plate. Like Brent's situation, someone had surely tried to take-up the slop there. But now, all the mixture/idle speed adjustments work like they should , and I have response from the engine on the first notch of the throttle.
