There's a little pin that holds two parts of the PTO operating valve together down inside the valve body. When it breaks, the lower part of the valve spool is not raised up, to actuate the PTO, when the upper part is pulled up by the linkage from the PTO lever. It's pretty easy to replace, a service manual with an exploded view would help, though. It's important to check the PTO clutch operating pressure after repairs are made.
