Does the loader settle to the ground if you shut off the tractor with the loader up? If it does it very well could be a bad internal cylinder seal on the loader. If it stays were you leave it the loader cylinders are ok. As far as the releif valve goes you cannot adjust it only replace it. Its going to cost around $100 or so but thats about the only other thing that could be wrong. BTW a loader should easily lift the front end off the ground.
