exstust manifold

Hi Wondering why there is oil coming outmy exstust manifold on the head on just one port?The bolts where loose ,how tight should thes be?Hot another question to did a compression test on it ,2 of the cyclinder where 110 psi and 2 where 120 psi.The broblem is it smokes the smoke is blue at idle and black when you throttle it up.Will just a valve job help this at all.One more thing how do you test to see if the generator on a 6 volt system is working,my guage read discharge Had the genarator checked out and it worked but donot know about the cut out box on top of gen maybe my guage is bad too how do i check that out to thanks sorry for the long post
