First off it always helps to post what tractor you have since all of them are differant in some way or the other.
As far as checking your genny use a volt meter and first check battery voltage when its not runnin. Then start it up and check it again, you should get around 7-8 volts if the genny is working.
As far as just doing a valve job its ok but, give it a year maybe less you will end up haveing to replace the rings. Reason is when the valve seat better it ups the compression and then you end up sort of blowing the rings out the bottom.
