I followed your suggestions today. The operating lever does have 2 good notches in it, one to lock the pto in gear and one to lock it out, but there is some wear (play) when locked in one position or the other. It is this play that when taken out seems to lock the pto in. I adjusted the bands it as the IT manual describes, except we could only find the punch mark on the pawl, could not find it on the quadrant. So we adjusted the bands with the operating lever in the midpoint. Without a load it seems to work fine, but I will have to wait for snow again to see if it holds. I am thinking that if the pto slips again under load, I will turn the adjusting screws in about another 1/2 turn and try that. Does that sound right? Thank you for all the help.
