Farmall 656 gas problems

I have a farmall 656 gas, i put new spark plugs in her and a new battery, she wont start, i took the site glass thats under the tank off and turned the gas line on and gas flowed really well, however, when i put the glass cup back on and tighten the bottom so it does not leak, then turn the gas line on, it barely drips any gas at all...the gasket and everything looks fine, i cant figure out why when i tighten the glass it shuts the gas flow down and how to fix it....if anyone can help me that would be awsome Thanks Bill
