Where are you checking fuel flow? Do you have the line unhooked from the carb, or do you have a plug removed from the bottom of the carb bowl? If you've got the line unhooked from the carb, and the line is clear, you may have air locked the sediment bowl by removing it. Turn on the fuel and loosen the sediment bowl slightly until it starts to fill and fuel starts flowing out the line, then tighten it down.
