Regular Break Lever

A couple of questions here. How is the break lever removed? There is a key on the shaft, is removing it the only way?? Also, how is the lever controlling the other break mechanism on the other side of the tractor? Is this part of the cables function? I had thought the cable was only for applying breaking during steering actions. Thanks.
