On my '27 the hand brake lever only actuates the left brake. There is no right lever. I think some F-20s had two levers from the factory (also foot brakes?). There were a lot of field modifications to add a right side handle. The cables only actuate brakes with full lock steering, so right brake is rarely used. When I did my restoration, the right brake shoes were so good I just switched with the left. To remove lever(if I recall correctly), remove the drum and shoe springs (may have to remove wheel). This will allow the brake shaft to slide out. Loosen the clamp bolt on the lever and slide lever off woodruff key and then shaft. Also something about a return spring too, but I don't recall. Hope this helps.
