IH 354 hydraulics help, please

The lift on my 354 leaks down badly. With a medium duty box blade on it it will "hic-up" every second or two. With the engine off it will drop to the ground in a about a minute. I disassembled the hydraulics this week-end expecting to find something evident because it drops so fast. With the help of a IH Blue Ribbon publication I identified the valves/seals that lock the pressure when holding the lift up. None of the seals, balls, etc show any nicks, cuts, or breaks that I would expect to see from such a rapid leakdown. Can anyone give me some ideas on where to look for my problem?
