Hal has the right idea - some type of penatrating lubricant and some time and it should free up. I like Kroil as well as PB Blaster. One thing I might add is that the rods must be straight or they will bind. I had one that I had cleaned and greased. It looked straight but aparently had a slight bow and it was a bear to get apart - I can't imagine what it would have been like if it was rusted as well.
