I think it sounds like it is salvagable, I would ask to here it run, and make sure that nothing major is wrong mechanically. If the front end has been broke, and the three point has been welded, your looking at $1000 to repair those two, and if the tires are badly weather checked, your looking at another $1000 for a pair of new radials. This isnt including if it needs any other work mechanically, I would say hes too high, and would offer him $3000 for it if it runs decent.
