The fastest would be a magnetic block heater. Just stick it on the engine and plug it in. You could install a coolant tank heater but that involves plumbing the tank into the cooling system - not too bad a job. On my H it goes: hose from a nipple screwed into the carb side coolant drain port to inlet port of tank heater (mounted behind the carb on a bracket sticking up from the frame rail), then run a hose from the outlet port of tank heater around the back of the engine into a T nippled into the temp sending unit port - the sending unit goes into the other side of the T. This is the rig I'm familiar with and I've had nothing but summer starts since I started using it. Search the archives and you'll find posts with some other solutions.
