IH 674 Diesel hard starting

I have just bought a used tractor and have had several issues with the tractor. It leaked every fluid that is held. after that the entire fron end need all bushings replaced. the wire harness's have been cut and none work. it was starting with the key but it stopped and now I have to jump the starter. the main problem is that it does not want to start, even on 60 degree days. it will take several shots of ether to get it going and continue to run. it has 3300 hours on it and I am looking for suggestions as it seems under powered. whoever had the tractor did not take care of it and I am trying to breath a little life back into it. any help would be appreciated as to why it does not start easily. all filters and fluids have been changed throughout. I had the coolant flushed when I recored the radiator. the international 2001 loader on it works well but when the joystick is turned where it tries to dump the tractor will about stall out as if the pump is overloaded, but only when it is trying to dump. if you are willing to give advice please respond or e-mail. thanks in advance.
