You have the generator wired wrong that is why it is running like an electric motor. (I think you have the battery wire connected to the field terminal instead of the BAT but I’m not positive.)

The fan belt is tightened by screwing the front half of the water pump (fan) pulley towards the rear one. This will cause the belt to ride further out on the pulley, tightening the belt. There is a set screw in the front of the pulley that must be loosened first. Then lots of oil and lots of patience are needed because the pulley is cast iron and probably rusted into place. I like to use an air hammer gently on it to try to free it and get the rust worked out of the threads. Others here will use a drift (punch) and hammer to accomplish the same thing.
