The spark advance lever on my F20 works just as yours. Several people have told me that it's backwards, The lever in the down position should be retard spark, and up should be advance. If they are right, then it should ground out when the lever is in the full down (clockwise) position. Mine starts and runs good as is, so I haven't explored it in more detail to see if there is another way to hook it up. With the controls set up on mine, it will not ground out at full retard, so I just turn the fuel off.
