Can you store the tractor inside somewhere, if you aren't already? Leaving the tractor outside is the #1 cause of water getting into the rear end. Keeping the tractor inside, under cover, will eliminate everything but condensation, but it'll take many years for enough condensation to build up to cause this same problem again.
