Remove the plugs, and squirt in the liquid of your choice. Some swear by (or at) any or all of the following: ATF, brake fluid, Marvel Mystery oil, PB Blaster, WD40, Mobil 1, turpentine, etc. Assuming the transmission and rear end aren't frozen also, lock the left brake, and raise the right rear wheel. Then put the tractor in 5th gear. Try to "rock" the wheel forward and backward with an eye on the fan blade. When it starts to move a little, you're on your way! This process can take hours to months, depending on the condition of the engine and your patience. It won't hurt to chain a wheel weight onto the outside of the tire so it can be left at "3:00 or 9:00" to keep pressure on things overnight. You may or may not wish to try to start it once it's loosened up. If you decide to tear it down for inspection before starting, it'll be a lot easier with it loose. Let us know how it goes!
