Jim (below) has called it right. It's the dimming resistor heating up when the switch is on the "D" setting. It's normal for the resistor to get hot to the touch - but not hot enough to glow red or smoke. However light smoke can occur briefly if it has been unused for a long time and the resistor's insulation (asbestos!) has become soaked with oil, etc. Overheating can be because the resistor has worn thin in one spot, or because one or more coils has become shorted. Also having lights higher in wattage than original will cause it to overheat.
