Try this, you may or may not believe me with this one but it has worked on more then one of my tractors that had the same problem. Fill each cylinder with tranny fluid and let it sit over night. If it has sticking rings and or valve the tranny fluid will help brake them free. I have a Cletrac OC-3 that had about 35-40 psi per cylinder, I filled the cylinders with tranny fluid and let it sit a day or 2 and it now has 90 psi in each cylinder.
