If you put Lubriplate on the lip (even long ago) that would be sufficient to prevent startup grief. When you pull it down, take the (nonfunctional) seal out carefully and try it on the shaft. Someone may have turned down the shaft before you got it, or the seal is the wrong one, or torn. Take the seal and shaft to a bearing shop (like Motion Industries Inc.) or equal. They can make sure the seal they provide has a proper elastic grip on the shaft. I like to mount seals with a thin film of #2 permatex on the outer shell to assist in sealing, and retrieval later. While apart look at the cover for possible cracks, they do happen. Good Luck, JimN The shaft must be polished in the area of the seal with no nicks or scraches, 400 grit paper around and around, not back and forth on the shaft.
