I believe that the problems associated with the carbs are irrelevant. Choose the tractor with the best mechanical history and the lowest hours. As a condition of purchase have them replace the carb, or repair the starting issue (which ever you buy). If they won't do that, get an estimate of the repair and have them reduce the price as much. You are not buying a lump of metal, you are buying a tractor (operational). A non running tractor is at least 25% less valuable than one that runs and can be operated on site to check systems and functionality noise and leaks. JimN for a dime of opinion.
