i have 3 656 gas hydros. they all start any time of the year (which is why i bought them- we feed cows with them). i'd say the problem on the one you looked at would be solved if they would change or rebuild the carb. the bigger issue would be the condition of the hydro, whether it slips or not. you can get away for transplanting with a hydro that isn't pristine;one that will slip going uphill in high range, likely wouldn't slip in low range when you weren't trying to set speed records. but the price should reflect the condition of the hydro, much more than the (relatively) low cost of a new carb or rebuild. hth.
