You can't just lay a bead on the surface. You need good penetration and evenly spaced beads top to bottom . The molten weld material shrinks as it cools putting tension stress in the sleeve perpendicular to the weld bead. The stresses will tend to pull the sleeve material in radially and distort the diameter, effectivelyy shrinking it. This may be difficult to do with your engine in the tractor and working to weld a vertical bead from the top.
