international 354 3pt hitch

I recently aquired an international 354 tractor. The tractor has been sitting for many years and some parts were in real bad shape. I got it running not too long ago and it runs fine but i am having trouble with the three point hitch. I hooked my hay rake up to it and it raises up and then settles a little bit then raises up again (sorta like a continous bouncing affect). I turned the isolating valve off and it stays in the raised position. I think i have a bad ring on the lift cylinder but if i did it would still lower when i have the isolating valve off right? If anyone has any ideas on whats wrong i would appreciate a reply. i would like to have an idea on what to look for before i take it appart James
