I have a 354 and just finished going through it with new o-rings, gaskets, etc. It was hicupping as you describe. Mine would leak down with the isolator valve closed, although not as fast as with it open. I found a bad o-ring on the lift piston, an egg-shapped seat where the relief ball sets, and a slightly scored relief ball. Also several of the o-rings had flat sides on the mating surfaces. It's now holding great. I used an IH Blue Ribbon service manual to guide me though the process. This book shows that fluid is trapped in the cylinder, the relief valve, and the position control valve when the position control valve is in neutral (not raising or lowering). If yours holds with the isolator valve closed it is probably one of those valves. Whe you get it torn down that far it makes sense to re seal the whole thing.
