The last time I adjusted a set of points (30 years ago), I turned the motor over until the distributor shaft had one of its "lobes" at the "max open" position for the points. Then I inserted the appropriate size feeler gauge between the points (using the points as a spring-loaded clamp) and rotated the points-and-arm assembly until the arm just touched the lobe without releasing the gauge. Tightened the screw, started the engine, verified that the dwell angle was correct (it should be, if the point gap is right), and that was that. I think the other replies are right about your electrical problem. If you should find that your wiring is correct, then it could be that your starter solenoid is sticking in the "on" position.
