Others will correct me if I am wrong. There is (usually) an area of throttle lever motion that does nothing at the idle end of the travel. This can be as much as 1/5 or so of the entire sweep. This is more or less the space that assures that when the lever is at idle, that the governor is fully in that position. Shimming that spring will reduce this slack, but it may not change the total wide open setting. The main ingredient is to assure that the governor is being fully opened by the lever for full power operation. (High Idle, and full load speeds) If the throttle is opening the gov. control lever all the way when pulled back fully, then I'd leave it alone, it needs some slack in the system at that end.
