Throttle adj. Super H

On our SH we have the M&W hand trottle. and do not see to get any response beteewn the numbers 1 1/2 to 3. I looked at the likages and found a spot that I think is causing the trouble. Its the likage on the head that goes down to the gov. When I put the tractor at an idle the spring on the "top" of the likage has about a 1/2" gap before it hits the arm to the gov. I was wondering is it OK to put washers in there to take up the slack ? Or will that cause trouble to? Thanks for the help Andrew
