If you have a ballast resistor, and a 12v no resistor required coil, the symptom will happen.
If the starting wiring is missing the bypass (from the solenoid "I" terminal to the coil side of the resistor, that is the problem.
If the starter is drawing excessive current, that is the problem. Starter draw (measured with a cheap hold against the wire gauge) should be about 250-350 amps warm 6volt or 200-300 range 12 volt (if cold ~freezing the current can double).
