Jim has it right below. The M&W handle typically has 1" - 2" of handle movement at the "slow" end of handle travel with no effect. I've got 4 M&W- equipped tractors altogether (2 each Super H and Super M) - they all have similar slack on the idle side. As Jim points out as long as the governor input arm moves full travel stop to stop (ie. from low idle to high idle) the M&W handle is doing it's job. Further, if you remove too much slack by inserting washers over the springs in top link, (called the "governor control equalizer") you risk bowing the long rod connecting the throttle handle with the bellcrank when you go to wide open throttle.
