It's been a while sense I have worked on one of these,but I question your statement that with the starting lever in the rear position the starting valves have 1/16th to 1/8th inch free travel.The rear position is the start position and the starting valves have to be open or no gas can come into the combustion chamber from the carburetor.As I recall without looking at my manual the dimention is another 1/16th to 1/8th inch travel before the valves are fully open.
